by Sir David Owen, who had then recently retired from the position of General Manager of the Port of London Authority. Sir David Owen's report, which is at No. 1 in the file, recommended the creation of a body to be called the Hong Kong Harbour Trust. The constitution of the Trust and its duties are given in paragraph 102 on pages 24, 25 and 26 of the report. In 1941 the Governor and the Executive Council approved the adoption of Sir David Owen's recommendations, and since then it has been assumed that when Civil Government had been resumed in Hong Kong the Owen report would be duly implemented. you will see from Mr. Mayle's and Mr. Lloyd's minutes, some doubt has been expressed about the creation of the Hong Kong Harbour Trust. It is now proposed in the draft to the Governor to ask him to review the matter in principle in the Executive Council and in the Legislative Council.

The point for the Governor to decide after consulting the Councils is whether the Owen recommendations should be carried out or whether some other plan should be devised. I am quite clear that it is right that the question should be reviewed and examined with post-war eyes. I am not sure, however, whether you would feel that the matter should be put to the Governor in this way or whether you would wish to give a more definite lead as regards future policy.
